Procedural Construct

Opening Statements:
The members will be delivering an opening statement at the start of the council. The default speakers' time for this will be 90 seconds extendable up to 120 seconds.

After every speech members are obligated to yield the floor back to the Executive Board who will then direct the members to ask questions, the number of questions to be asked- if any depending on the time, will be decided by the Executive Board.

Discussion Session:
In order to discuss various sections of the agenda, a separate time frame is allotted for the members to put their views on the floor of the house. A discussion session can be of 15-30 minutes but the individual speaker's time will remain 60 seconds. Also, a discussion session can be used to discuss crisis updates.

Points:
All MUN based points are valid in the committee at all times, except the point of information which shall be in place only in the opening statements.

Right to Reply:
If the individual dignity of a member is hurt by a statement made by an individual he/she may request time on the floor from the chairperson to reply to the allegations, such request, however shall always be made via writing. Post examination the chairperson shall, if he finds it necessary grant the member thirty seconds to respond.

Written Document:
The members will prepare a press release or communique to summarize the findings of the committee.

Cross-Examination Session:
The last third of each day is reserved for cross examination of the members by the moderators. The cross examination shall be based on the statements made by the members during the day. During the session, the moderatos shall act as attorneys cross-examining a witness. The debate shall simulate the essence of a courtroom cross examination. The Moderators can direct their questions to any individual and the member is obliged to answer. However, the members can ask for more time and upon request the question shall be re-taken in next day's documentation session.
